Public awareness of building energy rating (BER) requirement is gradually increasing throughout the Republic of Ireland 3 weeks then introduced legislation to require a house for sale or rent to have a BER certificate. Property Agents in the center of Dublin reported of a steady trickle of research on the assessment of REC and its necessity in the home sale transaction. This is despite the severe economic recession in the country having a significant impact on the number of property transactions, and that January is a traditionally slow home sales. The REC system has appeared in television commercials and received prominence in popular talk shows on national broadcaster RTE. However, Sustainable Energy Ireland (SEI), the body charged with the administration the program, still has much work to do to inform the general public that the BER certification is a must for home sales, not a option.
The REC scheme, introduced to increase public awareness on domestic energy use and costs and ultimately help in reducing waste energy source has not escaped criticism however. an article in the Irish Times Sunday 11 January referred to the 3 companies work as independent power rating and its preliminary results indicating that 3 different power ratings for the same household were produced. The values ranged from a score of E2 as low as a qualification D2. The article as proof that the BER test procedure was flawed and that the results should be viewed with skepticism. The article calls attention to comments by a spokesman for the SEI WHO states that no preliminary scores were submitted to the SEI for validation and therefore any comparison between the ratings is flawed. Following the presentation, each REC is subject to a series of validation checks. These checks could easily have ironed out the inconsistencies between the different ratings submitted. This point is not given due importance in the article.
