If you do not believe in the power of free markets, then you have to do exactly that. If you believe in the power of free markets, then simply can not remove all federal funds and see how many refineries are constructed in opposition to the laboratories of bio diesel and wind farms. Without federal funding, alternative energy sources would be more feasible in the open market.
